    a ccn is state number, tax id number is a federal number.

    I cannot answer you on the next question, but I would take a guess and say you probably are going to have to give a tax id number.

    No. You need an EIN to give donors, and you also have to have qualified as a nonprofit first before they can deduct donations. This is considerably more involved than forming the corporation or obtaining an EIN.
