Call the IRS (1-800-829-1040) for specifics, but most likely you won’t be able to file a deduction; you’ll have to request a correction on your ’07 (or ’05) return.
To the best of my knowledge, only Iowa allows a deduction for Federal taxes paid.

No. You can deduct state taxes on your federal return, but not the other way around.
